I have a toshiba laptop,,and when I turn the thing on, I get just the intial toshiba screen for about 3 minutes then I get an IDE #0 error message, something about pxe-e61 media tbi cable...I can't get it to boot up. Whats up?

Can you get the exact error message that it gives you, and is it a blue screen error or is it displayed in black and white?

most likely a hard drive issue since your bios posts and doesn't get any farther, especially with the whole cable thing

Mostlikely it's the hard drive. Have you tried to do a clean install of Windows? Just to see if you were able to reformat it and clear the error.
