Identifying a person by IP address

Here in the USA it takes a court order to get the ISP to cough up a user name, Even for the police. It's like a private phone number. My ip addy leads to another state than I am not in without the use of a proxy.
 
All we need in NH is a police report I believe. We had a situation where we knew the IP of a person who stole one of our laptops, so we went to the police who went to Comcast, and they were able to find out the exact location. We then went to the kids house and got it back. :)
 
Then the cops may have a deal with Comcast (probably still took a judges sig). If someone stole your laptop how did you get their addy? How did you know it was yours? Did you have some sort of phone home software?

This was at the school I work at, we have tracking software embedded in all the laptops and a tracking program, it tells us the external and internal IP, as well as the user that logged on.

The police may have got a court order first, I'm not sure, I just know that we went through them.
 
a legal action would depend on what country you are from. Yes, im from the states. A request from the sheriff, fbi, or confiscation of an illegal site will yield rights to tracking the ip with a phone call like to comcast. Mine was satellite theft. the consequences was federal court. im a straight shooter now. Proxy or spoofing might or might not work. lots of intelligence out there and always a work around.
 
I can be tracked. I use no proxies. But if I gave my addy to you, it would show the provider is in a southern state and I am not.
I use a cell phone for my internet access.

Whoever your ISP provider is, in this case a cell provider, has a record of who uses what IP and when. So even if those so called free tracking programs say you are someplace you are not, your provider will know for sure who had it.
