iexplore.exe - Unable to Locate Component

I have recently downloaded BOINC and when I try and run one of it's projects, I get the message.

iexplore.exe - Unable To Locate Component

This application has failed to start because iertutil.dll was not found. Re-installing the application may fix this problem.

Any ideas what is going on?

Actually, this isn't preventing me from running anything. I just would like to know how to get rid of this.

Actually, this is preventing me from checking for updates for ccleaner. So I would like to fix this somehow.
