Image Editing Help

hey
is there an effect to edit pictures that make them look like 3D animation/art even tho it is a real photo?

what type of effect is this?
ihave adobe photoshop CS3
can i do this with any of my pics?
i'm takin a tutitorial next semester for school on Adobe Photoshop
but mostly i want to learn how to edit images like i showed above

Uhhh, I think that that is just image quality, really. I wouldn't use 300 as an example though, because about 75% of the picture IS animated.

thats what i mean
i want an animation look
like 300 isn't 100% animation
its a regular film with craploads of editing up on it so its basically animation, right?
can i do that type of thing with adobe photoshop?

basically i want it to be half photography, half computer animation

I'm not exactly sure what you mean, nor do I have photoshop right in front of me, but you might be able to mess around with filters and just see what you can get.
