Image recognition software?

Is there any publicly available software that can take a screenshot on a computer, analyze it to look for a specific image, and if it finds that image, automatically does some pre-programmed function? If there is, or if there is something close to it out there, I would appreciate it if some one could tell me where to find it.

If you are trying to locate a specific file on the hard drive knowing the file extension at least to locate all files of that type would be done by the search option off of the Start menu. For a particular knowing the full file name will bring the search engine there to all locations where it is found.
