Depending on what you're really looking for, MS Paint can do that rather well by going to Image>Stretch/Skew and use the percentages to resize and save the image to the proper size.

u can also use word-processing, and then click on it,andthen chose the size u want.

if you're lazy, microsot paint does the job. if not then go with acdsee.
