In task manager, my network connection only goes up to 10% usage

And my internet is slow.

How do I take full advantage of the network? (100%)

I am the only computer on the network.
 
AFAIK the networking page in the Task bar shows the connection of the NIC based network, or something like that. Mine shows LAN3, which has a 100Mb connection, my internet is only a 4 Mb connection so Obviously the percentage will never be 100%.
