Incorrect side-by-side configurations

I just got finished restoring my Vista Home Premium computer to factory settings. I'm trying to download all my favorite software. Avast antivirus and Firefox got downloaded, no problem.

However, Yahoo Instant Messenger just doesn't want to start up. It'll install, but when I try to launch it, it'll say "the application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail."

Uninstalling it and re-installing it doesn't do jack didley.

Ok, maybe Yahoo is a fluke. However, the same problem happens with Open Office, the free office suite.

What the hell's going on, here?! Why can't I install anything?
 
You need to go into event viewer and find out more info about this error. you will need to go into...

Right click on "my computer" and click on manage, then click on event viewer on the left.

Event Viewer - Windows Log - Application

Most likely there is a dll file that is corrupt or missing and the event viewer should tell you. Reply back when you find out what file is causing the issue.
