Infiltration

I think my computer has been infiltrated by a targeted attack.

My screen occasionally blinks black, and the mouse cursor moves itself all over the screen in smooth, non-random motions. Back and forth, in arcs, up and down, at irregular intervals.

Normally I would chalk this up to old hardware or standard malware but there are two things at odds with that theory:
1) (lol the cursor is dancing right now)

1) its a brand new computer. less than a week old
2) the same symptoms are present on my moms computer.

she's been having trouble ever since her divorce started, and its not limited to her computer either. shes purchased nearly 10 phones and every time she gets a new one she hears clicking on the other line, buttons will press themselves, and her calls will disconnect despite having full service. they are nice phones too; touchscreens, g4, etc.

So I am wondering what my options are IF there is, in fact, a computer hacker targeting my family's electronics. Can I call the police? Can I remove the viruses? (I think what's on my computer is called hyperware; hyper-something anyway, I read that on another forum but cant remember the precise term. Essentially it grants full access of the machine to a 3rd party remotely) Is there any way to track these kinds of security breaches? I did a clean reformat yesterday (cleans all files and returns the system to factory installation) and the symptoms are still there. My webcam was also disabled a few days ago, which worked when I first received the computer.

Need some help, or advice, or perhaps some contact information.
Anything helps, thanks.

Don't know too much about 'hacking' but if you disconnect the internet, format drives, reset CMOS and re install and still see the symptoms its not hacking.
