installation permission problem, plz help

ok, so im been trying to get this setup installation to work. the problem is when i try to run the setup it says i dont have proper permission. but its a legal copy, and im admin on my computer, so it makes no sense. i asked the tech guy at work and he had no idea why its doing that. can any1 help me out, or is there a way to get around the stupid thing. thanks
 
Please tell me, can you install any other software? If no it's probably a matter of viruses... Trojan perhaps or even Brontok?
No need of guessing, please tell me if it's only that one program you cannot install...
 
its just this game. i just bought it, empire earth 3. and ive never had this problem before. the exact error is this:
"E:/setup.exe

Windows cannot acces the specified device, path, or file. You may not have the appropriate permisssion to access the item."
