Installing a new hard drive

This might be a dumb question but when you buy a brand new drive, does it have to be initialized before Windows can be installed on it? If so, I guess you would have to install it in a different computer to initialize it then put it back in the original one.

I just got done building my new computer. I went to install Windows on the new hard drive and when I got to the screen where you can format it and all that stuff, it did not give me the option to format it. So I just clicked on next without doing anything. Windows 7 installed fine but just wondered if I was supposed to initialize it before I installed Windows. I know that whenever I install a secondary drive, it has to be initialized and formatted before it can be used.
