installing bios upgrade

i followed the instructions on the dell dimension download site, the first set

and yet when i reboot with the floppy in my drive it boots as normal with out installing the upgrade or even giving me the option to open the file through dos. What exactly am I doing wrong here, ive tried disabling quick boot in the bios settings but i cant seem to figure out whats wrong

Check your boot order in BIOS. It sounds like you have HDD before floppy. Make the floppy first, CD Rom second and HDD third.
