Well it's the highest-end consumer CPU you can get right now, so - I guess it has the best performance. That doesn't necessarily mean it's the best value for money though.

The 3960X is a 1000 buck processor, the 3930K is a 570 buck processor, almost half the price. You're paying about 500 bucks more for a tiny performance gain http://www.anandtech.com/bench/Product/552?vs=443

There's really no reason to go for a 3960X other than perhaps 'bragging rights' - the 3930K is much cheaper and only a tiny, tiny, tiny bit slower. You won't even notice it.

As for overclocking, both are great chips to overclock on because they are both multiplier unlocked.
