What is this? And how does it compare to bench test with i7-13700K.

Probably not going to be an apples to apples comparison when you're looking at a laptop chip vs a desktop chip.

But as @beers has said, it's not really the time to look at Intel's 13th or 14th gen chips right now. Especially those that draw more than 65W TDP. Recent news about them indicate some serious issues with long term reliability due to hardware defects which may or may not be fixable with a microcode update. We will have to wait and see in the next few months on how this pans out.
