Intel PC and Windows 7 OS

INquiry

First, when the PC is booting, there are beeps and when nothing is pressed, a black screen appears with a single white blinking bar.
I have taken no steps yet as I have yet to look for the software in which I am confused. Will this take a recovery disk or will it take a OS disk?
Is the software available online, either for free or to buy?
Other details, pressing F2 yields the usual screen and F10, I think when pressed says that boot drives cannot be found.
If there is any confusion in the sequence of my written events, I find that questions narrow the main point.
Thank you and please help.

Is there a hard drive installed in the system? Is there an actual operating system installed on the drive? If the answer to both is yes, then most likely either one of 2 things. Boot order is not set correct or the hard drive is bad.

A bad hard drive...is it too soon to think so drastically? What steps can I first take to confirm this and what do those beeping sounds indicate?
I have also found some help for creating a boot drive and know need the information online.

You should hear one beep on bootup to designate a good post. How many times is it beeping? Beeping can designate bad memory, bad video or other hardware failure.

The beeping is more than eight times. How can I tell if it is a hard drive crash and if it is not a crash, when re installing the OS, will the information still be there from the previous OS?

Try removing and reinserting the memory, video card and any other add on cards and see if the beeping changes.

I think I will perform some options that I have found and then return later to this thread to see if any changes have had any effect. Thanks for posting.
