Interesting CD RW drive Error

All right, I'm stuck on this one, hopefully someone will know something I don't.

I have a rather unique error involving a CD writer from an E-machine. Every time I try to use Windows to write a CD an error comes up that says there is no CD in the drive. So far I have tried a replacement CD drive and a new IDE cable. Neither have worked, and both replacement components were known good.

Here's my dilemma; Is it possible it's a hardware error or could this be an issue in Windows? I installed Ad-Aware SE and Spybot and found a lot of garbage, but I've yet to hear of any form of crap that actually destroys software ability to read a drive. I've swapped the HDD and the CD RW so they are on the other's IDE ports (aka HDD is on secondary, CD drive on Primary) and the problem still exists.

Okay, here's where it gets weird. When I put a CD into the drive the computer RECOGNIZES the CD R, but when I go to write the wizard says there's nothing there. That screams software to me, but what piece of software?

Any ideas?
