I live in Turkey and am currently signed up with a limitless monthly internet package with the main ISP, TTNET.

I have established that there is no problem with the signal I am receiving from the ISP, but that the problem lies within my own villa.

We live on a complex and its still under construction. All was fine until about a year ago when the site owners came and ssaid they were going to install a telephone that connected us to the security office. They did this and it didn't work, but they finally got it working by actually disabling the regular house phone. We didn't want it and told them to take it away and put things back how they were. They did, but ever since then we have had slightly a crackly and low volume telephone connection and our internet periodically cuts out with the DSL flashing. It soon restores itself though.

Also, when I compare our download speed to someone elses I know who has exactly the same ISP package as us, ours is about 8x slower.

What could be the cause of such an issue, just a loose connection somewhere? How best to begin to troubleshoot this?

You need to call whoever was doing repairs in the area and have them figure out what they did. Or call the internet provider and see if they can't track down the cause.

Hmm I guess I could call the ISP, but I'm sure they'll just say 'not our fault'.

That's probably because it's not their fault! You don't have much choice but to get someone in to look at what was done or do it yourself. Wiring to a local phone can be done at a pinch with house wiring. Your DSL would need something better. It could be a crappy termination, wires twisted together rather than crimped or soldered. Could be the Turkish Secret Service too?

You should be able to see what was terminated at your end, but probably not at the complex/utilities junction box. Your ISP may be able to do a quality check across the cables. If you have no luck there insist your owners rectify the problem. It probably is their fault.
