Internet bandwidth monitoring

Hi guys

I have a dilemma. I share an Internet connection with two housemates and one of them simply won't share. Whenever I confront him he denies it or tells me he was just using IE and messenger.

I connect (via ADSL) through my computer and they access my Internet via Windows XP home network.

I have three questions:

1/ Is it possible for me to see what is using the Internet? ie- a list of programs?

2/ If not - is it possible for me to see what percentage of the Internet connection each computer is using?

3/ Is it possible to get a program or hardware that will limit each PC to a % of the Internet (both upload and download)?

ie- when two PCs connect they have 50% each, but when a third connects it goes down to 33%

I will greatly appreciate all help and advice - but please bare in mind I have already confronted him and I cant do anything unrational because I will be living here for 6 more months.

I'm not really sure what you mean :confused: All i can answer is your 3rd question. If 2 or 3 PC's are using a single connection, then it should automatically be shared evenly i.e. 33% for 3 computers or 50% for 2. I've yet to come across a program that will allow you to manually change this setup but then again i've never really looked.
 
I think I can answer your second question. There is a program I found that should hide your ip but also when you install it, you can see how much bandwith is being used. You can download the program here: http://tor.eff.org/

What question 1 means is:

I want to know if there is a program that lists what is accessing the Internet at any point in time.

ie- it might say Internet Explorer, MSN, and adobe updates

For question 2:

Is it possible to see the bandwidth each computer is using

ie- Computer 1 10%, Computer 2 15%, Computer 3 75%

Question 3:

When somebody is using a p2p program it seems to hog all the Internet bandwith even if three computers are connected.

My question is - is it possible that when 3 computers are connected that each user can only use 33% and no more, 50% for two users, and 100% for one user?

Hardware or software

Im worried that it might not work for p2p because it downloads and uploads, or uses ports or something.

I hope that is a lot clearer.
