internet card and making wireless

Hi all,
My friend has a laptop and they have this card

which they plug in to get their internet (his father works for parliament).
He wants to get the internet on his computer for when his dad needs the laptop.
Would a wireless router work if you bridged the connections or would it work just with a wireless router or any other way?

So they'll need a Router plugged in internet and a wireless receiver connect to the computer.

Cxan you explain the set up a little more please?
