Internet connection showing a yellow exclamatioj point?

The Mobo internet connection/connector got fried ( i really didnt know that could happen) So I had a pci internet card put in. The techs put it in, attached the router line to it and their was a connection.
I then took it home and connected my router to the new internet card and notice a yellow exclamation point on my internet connection. Now I am using a chinese xp system since I am in china so some of these terms may not be exact. The exclamation point is on the local server connection and says it "cant connect or has limited access". But if you check the properties it shows a 100mbs connection. The other connection is a high speed cable? and it also shows the 100mbs connection. This is the main connection.

My problem is that this main connection continually just stops all information flow and then continues or it stops and then re-connects.
What is the problem?

Bad driver perhaps. Try using a different pci network adapter. Whats the name of the adapter you have now?
 
Its a chinese brand. Didnt even know that they had drivers. The guy just put it in and that was that. I will check on it a bit later, heading out for the day right now. (Thanks for your reply:))
