Internet downloading/uploading question

I still use the onboard network card from the motherboard listed in my signature.

I have Fios 35 up, 35 down internet.

I download at about 44mbps but only 22mbps up. Is this my network cards fault? Are network cards really that important for how fast your download/upload speeds are?

I would say most likely its a line issue instead of a network card issue.
