have you tried running bandwidth tests, are you rely on just that one web site as an indicator.

how is this machine connecting to the web, through a router, usb, modem. Are the other machine turned on at the same time hogging the bandwidth>
Do you have a firewall turned on? if so turning off (although i doubt this is the problem)
Are you running this machine through a proxy?
