Interney problem?!

After i download some files the download stops i can't download anything but i can surf the internet and download using torrent and P2P it just the direct download, i don't know why i tried it in many sites like download, softpedia...etc, but they are all the same, after i restart my PC i can resume the download OR download another file, then it's stops and so ON.
DOES ANYONE KNOW WHATS THE PROBLEM, because i formatted my PC 3 times

What were you trying to download? What kind of connection do you have? Have you cleared cache?

-I downloading anything like a programe from download.com, or softpedia, and i tried to download video sample from Microsoft to test the 1080p anything man
-And i have DL: 1mb UL:192kb
-No i don't know what cache?

What kind of internet do you have? DSL/ Cable, are you hardwired, wireless. Are you using a router?
