Ip Addresses

from what i;ve seen certain Areas have the same first digits of the Ip Adress , Are the ip adrreses like Are codes, if so is there a chart for it? And is there a program to acesss the ip adress?
 
they are like, just what they say they are: addresses. it tells your isp who is using their service. there is a program out there that will locate ip addresses down to, i believe, a zip code....dont know the location of it, or the name, but im sure someone here knows, or you can google it. :)
 
whois will allow you to enter an IP and it will tell you who the IP is registered to. Often you can find out what city the IP is from, especially if it is registered to a small ISP; otherwise, you will only narrow it to country or region.
 
A paying service is available over the internet which enables you to automatically (Or dynamically to be specific) send an ip address to it and it returns the country or region this ip is in. This service is much like the whois posted before, but differs in a little way, is that you can make your website send the requested ip address of the visitor so that you can get back his country and store it or display it to him or whatever you want.

Problem is that ip addresses keep changing and what is working correctly today might be flase tomorrow.

One of my friends made a web hosting purchase from his PC here in Egypt using his credit card, the hosting company logged his ip and then emailed him telling him that the ip address he was using is in florida, while the credit card he is using has an Egyptian Billing address, how come? This was a clear example how depending on ip recognition only can just be a disaster :D
