ipod restore problem

When i open itunes it says that it has detected an ipod that needs to be restored but when i restore it says restore complete then it just says itunes has detected an ipod that needs restored why does it keep doing this does anybody know the problem?

on the cd that came with the ipod there should be an setup tool, this will completely erase your ipod and restore the factory OS on it. I have fixed manyipod problems with this tool in the past. Is that what you have tried?
