This happens right before the Windows XP welcome screen would usually load. I can log on in safe mode, I've tried using different RAM, I've taken the VGA out, updated drivers, cleared cmos. Does anyone have any other suggestions?

The most common cause for this type of error surprisingly is video or sound drivers or maybe some other drivers for an addon hardware you installed. Somehow one or more of the driver set has crosslinked itself with some other system files or is trying to load up in certain memory addresses reserved for specific system processes. Having swapped out the memory installed points at this even more strongly.

Being able to boot up in safe mode will make things easier for removing any software drivers installed lately. You can also use the msconfig utility while in safe mode to disable all startup items seen in the startup group that automatically load along with Windows. If this is now just happening after just having installed a new software or device the system restore process could see this corrected. Instead of the safe mode you choose the safe mode /command prompt only option and type in "
%systemroot%\system32\restore\rstrui.exe " at the prompt and press enter. http://support.microsoft.com/kb/304449/

Your last option and that is a last option if you are unable to remove the problem from uninstalling drivers or some program would be to perform a repair install on Windows itself.
