Is dev tools enabled by default when you download Google Chrome Browser?

Specifically, are new chrome users seeing "inspect" or "inspect element" upon right clicking a website element?

I cant remember if and how I started using dev tools. But Im trying to explain to someone how to remove an element obstructing a webpage feature.

I do it right here:
but Im unsure if a new user will be able to follow these steps without changing settings ect. I dont want to reset my browser to find out.

Anyone?

Off subject: I clicked some button and caught "thread or message added to multiplied" or something like that. Not sure what I clicked, didnt read it fast enough. But it was an accident.

It is included by default. You can open the console by pressing F12. Same for IE/Edge and I'm pretty sure firefox.

And... Chrome -- right? that is all I care about. So how would you generally "open console" on chrome?
