Not particularly. '2 GB 128-bit' doesn't really say much, although from your other thread the GT730 is a really low end card.
 
What is the actual model video card? If you want to get a good idea, you can google "<Insert video card model> gaming benchmarks", and you can get a good idea to the performance. It sounds pretty low end though.

That may be integrated graphics, 2GB memory with 64 bit memory @ dual channel = 2GB 128 bit.

If part is good, exact specs are always provided. If part is bad, then description is just generic like that. So even if my guess is wrong, GPU is bad for gaming.

This makes no sense.

League runs on a toaster, so you're fine with this. Dota 2 is similar, potentially a little more demanding.
