Legally, I don't know a way to run windows without installing it to something.
You could try installing it to a large thumb drive but it will be slow.
HDD's are cheap, just buy one and install it.
There are some Linux OS's you can run live from a DVD like Mint and it has the "feel" of windows and it is free and legal.
