Is it hardware or OS?

I have a laptop with windows XP. When turning it on or restarting the laptop, Toshiba is displayed and I can select F2 or F12 to enter setup. After that screen, no sound comes from the hard drive and this is displayed:

and it keeps repeating...

I resinstalled windows and it still happens. What is wrong and is it worth fixing?
 
basically its trying to boot to LAN. normally you would have to go into the BIOS and disable that and make the hard drive the first device. Try that, but if the hard drive is making no noise then it normally means it doesnt have power for some reason or its dead
 
It could be either a failed hard drive or something wrong with the OS. It's fairly typical for computers to go to this network boot attempt when the boot order fails. I guess it could also be a boot order problem, perhaps from a dead CMOS battery... However, if you didn't get any other errors, I'd find this a bit more unlikely.

If you have a Windows XP disk, try to boot to it and run the repair option(not the recovery console). If windows can't find your previous install or can't find a hard drive, you probably have a failed hard drive.

Replacing a drive typically isn't too hard, but it really depends on the laptop. Some have removable bays, others you have to completely disassemble the laptop.
 
I checked my bios setup and when the problem occurs, bios setup does not detect a hard drive. I have to keep CTRL+ALT+DEL until it catches on and detects it.
