Is it my Video Card making my Game Lag/run slow

I have a Intel Core 2 DUO 2.13ghz and 4GB Ram with Radeon X1300 256 MB,DDR2, Core Clock 594 MHz, Memory Clock 396 MHz. I play Left 4 Dead and have all settings on High but Shader Detail at Medium and runs smooth but if i raise the shader to high or very high it runs slow. Is it my Video card making it do this or my Processor?
 
maybe theres a lot of programs running on the background, antivirus maybe, try to unstall some programs, or maybe defrag drive
 
i am going with the Radeon HD 4870 but what name to go with? XFX,ASUS or somthing elts the XFX is $125 and ASUS is $197 why price gap?

I personally recommend HIS. I'm very biased :P, but they have some pretty good coolers on the Ice Q4's. They're a bit more expensive in general, but every now and again the price fluctuates to bring it down to or below competing cards.
