is it ok to delete C:\WINDOWS\cmdex32.dll?

i just did a hijackThis scan i want to know is it ok to delete C:\WINDOWS\cmdex32.dll

There almost no mention of this dll anywhere, exept for here:
http://www.superadblocker.com/4/4236E6D7.DLL-2317.html

None of the ligit dll libraries i've search has it, so it's probably bad.

create a system restore b4 u do it n just delete it.
