Is it true that I'll have to re-install??

I'm planning on upgrading my mobo, ram, and processor. Everything else will remain the same.

I read that if I do this I'll have to re-install an operating system. Is this true??

If I don't have an OS disc, will I have to buy a new one, or is there some other way?

I currently have XP SP3

Reactivate yes but not reinstall. A major change in hardware will usually awaken the reactivation wizard but a call to Microsoft explaining what you have done will usually set things straight.
 
If you are using a different motherboard than your original one, YES, you will need to do at least a repair install as all the hardware on the motherboard is different from the original. But if I were you, I would back up any important data and do a fresh install, less headaches later. If you don't have an original XP install cd, you will need to buy one.
 
Yes he will most likely have to reactivate and also will at least have to do a repair install as the hardware between the 2 motherboards, old and new, is all different. If all you do is change motherboards without doing a repair install, 9 times out of 10 the computer won't boot due to wrong hardware configuration.

That depends on the MB removed and the new MB. I have replaced MB and the system booted fine and never had to even reactivate. Other times not so fortunate. Try it and see where you go. Repair install or just reactivate.
