It depends on your ISP. Some ISP's give each customer a static IP address, so if thats the case then it won't change no matter how long it is unplugged.

If your's is a dynamic IP, then it can change by restarting the modem.
 
unless they assign the IP by the MAC address of the modem, then cycling the power does nothing until the lease is up for the IP. It just depends how they set up DHCP. Typically a block of IPs is set to a range of MAC addresses that way they can monitor and track things better for quality control and that they are never short in handing out IPs.

I have a PPoE Dynamic setup I believe for my DSL connection, and it changes everytime I restart the modem, and not until I do.

It varies, PPoE requires authentication, so it is probably tied you your PPoE log in account (assumption on my part) of how the IP is leased.

I guess if you really want to know you better call your ISP. The problem is you'll have to be on hold for like 20 minutes before you can talk to someone... Just don't call AT&T they are the worst. I have been trying to get a hold of a local tech for about 2 weeks now since a lot of our users use their DSL service, which they are saying requires admin rights to set up, which it really doesn't. I have called the 800 number numerous times, been transferred and put on hold numerous times, and no one can give me the local number of the techs so I can talk them through setting it up with out admin rights.....Worst service ever!
 
Well I luck out in the tech support area because our DSL proivider is a local company that serves just a few surrounding towns.
