I have a XPS gen 2 laptop with the nvidia ultra 6800. I was thinking of buying a the 7800 gtx. I

Is it worth it right now?

When and what is the next best graphics card coming out?

And how does the nvidia 6800 ultra compare to the 7800 gtx?

I would say go for it, I have one and I love it.
Make sure you Dell can run a 7800GTX some cant.
And you can find them cheap on notebookforums.com about $400

Oh and the run cooler and take less power then a 6800 :O

No, all Go GPUs in laptops are modular and can be replaced.
Totally wrong... Though it is possible in that laptop, I beleive. Now if you know how to replace the GPU in my laptop, please do so

Even if some are modular, theory is that you can replace them. But not so... Although they can be exchanged, many you can exchange with the same one only due to neighboring components and space in the Chassis. Mobile GPU's haven't reach the universal status yet, if they did, the chassis would be huge in order to fit them in. They are coming around though. If you look at the other units that have changeable video cards, you'll see that they're pretty fat as is... and I don't mean "phat"! :P
