Is my GPU used? Can you guys tell?

How much did you pay for it? It should be new, unless it was specified as refurbished.

What ended up happening is that the FIRST card I received... it was like this but a bit worse. No seal off vinyls were on. It just came as is. I had nothing to peel off.

Thankfully they acknowledged their mistake and sent me a "new" one, and this is the "new" one...
Acknowleged as in... they actually sent me a refurbished unit the first time...

No, I paid full price for it.. I got it price matched for $725 from $749 said price on the website. I got it from here only because they were offering me the free games.

They are claiming that they shipped this directly from MSI, not NCIX. But this is seriously hard to believe that this is "new".
 
Normally something new in box has a plastic protector on it.

This is the loooooong thread I was talking to them about... so they're saying it is normal to see this.

Also, I saw their "Linus Tech Tips" where they showcase their AMD 7990 (not the MSI version) and in 1080p you can see the scratch marks like mine in that unboxing video too... so I guess this is a normal thing
 
It's a cheap plastic shroud just meant to direct airflow and add a little more pretty to it, that kind of stuff tends to scratch just by touch. As long as there is no performance problem then you will never see a difference since you cant't see the shroud that well even in the biggest cases with windows
 
I can't blame you for being upset, as for the games. When I ordered my Sapphire 7870 XT. The scratch card was attached to my shipping invoice in the box with the card. I ordered via Newegg though so NCIX may do things differently.

I had to scratch the code off, enter it here,

Then AMD emailed me the serial keys, product codes, for my games and most were installed via third party game interface software.

lol I think he was worried that I might have received an "old" one and the previous owner might have redeemed the free game coupons, then I would be REALLY screwed.

But forunately, I managed to redeem 8 games! So I think I should be fine.. still waiting for the stupid Arctic Silver 5 to arrive so I can assemble.

Ok, that's a relief then. Last time I purchased from MSI is a 6950 and at that time, I didn't even check this "scratch" mark.

If you are in any doubt it is new simple refuse it, especially if they have tried the same stunt before.

It is ok to say as long as it works fine who cares, but if you payed that kind of money for brand new card, I wouldn`t settle for less than a brand new card.

All brand new items should come in sealed box with all accessories and should have protective plastic stickers on them.

Yea, I don't feel like doing any more cross-shipments and my credit is maxed out over $3000 because of it lol

Plus, I'm looking at the NCIX official youtube clips of 7990 unboxing, and in 1080p I can see these "scratch" marks on their 7990 as well. So I guses mine's not the only one
