Is my Mobo slowing my PC down?

I build a system for my brother couple month ago. But the pc fells kinda sluggish some times. Like it will take a little bit for the window to show up when i click on the my computer or Start or opening a folder. EDIT: it was like this when I first build it.

Please take a look at it and let me know if changing a mobo will help. If Changing mobo will help please help me pick one so all of my current hard ware will still work on it.

Here is a list of hard wares that I used.

Note: the PC is running Windows XP not Vista.

Here is a screen shot of the Speed Fan: note that the cpu fan is running at 40% of its speed. the temp is around 40 and gos up to 55 when cpu is a full load.



Is there a Heat thinking fan that is Whisper-quiet and can keep the cpu temp down good and still be cheap?



Which one is faster?

Pentium D 805 or Pentium 4 3.0ghz HT? I think the D is much faster. Can some one please give me a idea which is faster and by how much?

I think the sluggish performance is caused by my Mobo since it was very cheap, around 45 dollars I think.

From the list of hard ware that i posted, is there any parts that may be the cause of the sluggish performance of the pc?

When you say it's sluggish, it's sluggish when doing what?

Regardless, I don't think the motherboard is specifically slowing the PC down, I just think it's all the parts. It's not a top of the line system, so you shouldn't expect top of the line performance.

As for your other question, I'm not quite sure, especially since it depends on what tasks you are doing. Go here for a comparison (select proper CPU's in drop down menus): http://www23.tomshardware.com/cpu.html

the P4 HT 3.0ghz was purchased back from 2002. it is not on the list from the tomshardware.

the pc is sluggish when i just open my computer or click on start or opening a folder when BT is running.

The hard drive that i use, can it be that it is not responding fast enough?

That could be the HDD, as you have an IDE so their not the fastest response times. Try a chkdsk.

in command type chkdsk /r and press enter

I am away for home right now, can you tell me what i am looking for in the chkdsk? I will do it when i finished with my exams.
 
The cpu fan is to noisy so i keep it running at 40% of its full speed. If it were running at 100% it sound like a drill running. That was what i was thinking too.

I agree but the RAM is the fastest that the mobo can handle so i need to change the mobo if i want to change the ram.

I asked this many times, but can some one please tell me a quite heat sinking under 50 dollars but still gives me better temp then my current one? remember my current fan is only running at 40% of its full speed.

It depends what your using it for, extreme gaming, work, ect. I would recommend a 50CFM + of a HSF for overclocking, 30+ for regular things, and arctic silver 5 hi-density thermal compund.
