Is my motherboard bad?

I have a nforce 680i. it's been sitting in my room for 1 year, not running. It was working perfect before. I took everything apart, used an air duster cleaned everything. tried a new psu, graphics card, and a different set of ram. Everything powers up and runs, the board lights up blue, i just dont get a beep.

My bios wont boot up. monitor does not get any signal. ive done everything. reset bios, everything. It has to be either the mobo or cpu. Maybe thermal paste got in the cpu? or i touched the mobo in a bad spot and messed something up.

the cpu doesnt even get hot without the fan or anything on there. Not even warm.
 
Try different RAM and double check the CPU is seated correctly and completely in the socket.
 
Checked those 2. I dont know what to buy, a new cpu, or a new mobo. It's a gamble. If my cpu wasnt working, wouldnt my mobo beep?
 
Not necessarily. What CPU is it? (Just wondering in terms of troubleshooting more or just get new CPU/mobo altogether)
 
I plugged in a case fan into the processor fan and it doesnt spin, but the fan jerks when the computer is turned off.
 
You may want to try another power supply unit with this setup. I would also test the present power supply on another working motherboard.
