Is my power supply going?

Dell E510 Desktop...takes several seconds and sometimes a minute to kick on. The power button...usually green, flickers orange a few times before power kicks on, fans start and pc boots up. Is my power supply going or is something else going on here? I only have 1 added fan and a pci-e video card that is not using any additional power.
 
Its just an ATI X series that came with some dell computers. Nothing great...but since you ask and I see that you have an ATI pic...I have a nice (well relatively speaking) ATI Radeon 9250 PCI card that I used on my old Dell XP computer. I cant seem to find drivers that work with Win 7 Ultimate. Any chance of that card working? Windows cant find the drivers and AMD website has nothing. I appreciate your feedback on both issues. Thanks.
 
As you are booting up, look on the back of the tower for 4 diagnostic lights and let me know what colors they are. A, B, C, and D.

This is assuming your system is 64-bit. It's an outdated version of the driver, it should give you an option to upgrade it. If it doesn't, it should still be fine.
 
Ok, so on my machine they are 1 2 3 4 and on the front...they are all flashing when I restart the computer! But it has not problems now that I'm trying to see what it does. The computer started right up and they all flashed until it left bios.
 
Ok, dell must have moved to numbers on the newer machines, was letters on the old dimensions. Next time the computer won't boot look at the numbers and let us know which are green and which are yellow.
