Is My PSU Burnt Out?

My PSU is a 700w OCZ StealthXStream 2 and everytime i try turn on the computer the fuse in the kettle lead blows. The only thing i can think of that might be the problem is that i recently had to switch graphics cards from a GeForce 8800 (tried getting it repaired but BFG closed a week after the card broke...) to a GeForde 9800 GT Green Edition. The old graphics card needed at least a 600w psu if i remember and the new one only needs nowhere near that amount of power.

there might be a short in the cable some where!!

when you unplugged the gpu power plug you might have pulled one of the wires out and its touching another inside.

take it back out of the card and give the wires a gentle pull to see if there is any not inplace
