Is My PSU DOA?

This is my first attempt at building a desktop computer. I've ordered all my components and am waiting for my MOBO, CPU, RAM, and video card to arrive. I wanted to test the PSU, so I plugged it into a few devices (hard drive, DVD drive, etc.) and turned it on. Nothing. No noise. No fan movement. No power to the devices. Nothing.

This may be a really stupid question, but is this a pretty good sign that the PSU is DOA? It seems fairly likely to me, but I just wanted to make sure that I wasn't missing something obvious since I haven't really had any experience with PSUs before.

It wont start up unless its pluged into the motherboard and the case Power switch is pluged in to the board. But you can jump it off if you really want to test it!

The instructions say that it can be tested by simply plugging a hard drive into it and that when I turn it on the fans should start up. Is this incorrect? Here's what it says,

"When using an ATX type Power Supply under testing conditions where the power supply is not installed in a PC and to components, a "load" such as a hard drive for example, must be connected to the power supply before being switched on. When the power supply is turned on, the fans will start and CD power will be available."​
Seems to me that according to this it should work without being connected to a MOBO. But what do I know. I'm just a newbie! :(
 
If you're going to do that, you need to short circuit the green wire on the 24pin ATX main connector with any black wire (use a paperclip or similar). Without that circuit, it won't turn on.
