Is my PSU dying/dead?

My kids computer has an ATX100-5 PUS, which must be at least 8 yrs old (HP Pavilion 4445). After a cpu upgrade a while back, now recently a new wireless card, the psu appears to have died. PC will not power up, even POST (power light on front just flashes). My multi-meter reads 5.32v on the 12v leads and 2.31v on the 5v leads. Time for a new one or something else wrong? PSU fan spins very slowly and cpu fan will not eben run.
 
Thanks, that's what I assumed. New PSU on it's way (17.95 new off eBay). Hope it lasts another 8 years!

I highly doubt that anything that cheap will last 8 years.....
 
I was kidding about the 8 years. I want it to last long enough until I pass my current box on to them when I get the itch to upgrade. BTW, how processor intense can "The Sims" unleashed be anyway?
