Is Rich Text really universal?

I've been told that Rich Text format is generally universal when transferring text from different word processing programs. If that's the case then why is it that every time I try to open a rtf document it's format gets all out of whack, even if I open it with the same program the document was created in!
 
RTF is indeed universal, but some word processors may mess things up, depending on which it was written in etc.
Paragraph marks (in RTF are indicated with a \par) are often messed up.
The text itself stays legible through all OSes though, with all MS Word/Works using it, AbiWord, OpenOffice, KWord, and TextEdit (Windows, 3 open source, and then OS X, respectably), but formatting may be off a bit.
 
Is there maybe a way to keep the formatting intact when you are opening or saving a document? For example, if you had an important document that needed to be printed off another computer somewhere?
 
So if I had an important document that I needed to print off someone's computer, other than my own, is there a way to keep the formatting intact?
