Is the heatsink designed to be removed from the CPU?

I cant get the heatsink off the cpu, the thing is virtually glued to the processor and it wont come off. Is there a special technique to removing it?
 
Not that I would recommend this but it may be a possibility. You could probably try to remove it with the computer on. The heat generated by the cpu may soften the thermal paste enough to make seperating the cpu and heatsink a bit easier. Of course I wouldn't pull too hard, but if this method does work then definately shut the computer off as fast as possible to prevent overheating the cpu.

Or you could try using the heat from a blow dryer instead, but be careful not to use it too long and melt anything. Of course this idea may be worthless if the thermal paste has dried to the point of becoming like cement.
 
If this is a AMD with a stock heatsink, but unlike what was said above (Do not try removing it with the computer running)!!!

Just start it up and run for a few minutes to get warm.

Shut it down and unplug it.

Then do what Bodaggit23 said.

Just twist the heatsink in the socket until it comes up. If the CPU pulls out of the socket with the heatsink, just get a [larger] screwdriver and gently pry it off the heatsink.
