Off the grid internet, as in not connected to your identity nor open to being shut down? Sounds like you need to find a neighbor with some open WiFi (kidding, don't do that).
Why the requirement to have an ISP? Has a lot to do with holding the addressing information and having connection to the far reaches of the internet. The addressing is a joint effort between ARP and BGP (to put it simply), and to hold all of that information requires a distributed effort that only a large company or corporation can even consider.
There's also the "deep web", which would be an interesting read for you, but that's just a piggyback on the internet, so it's subject to those same limitations.
