I know that you can not see the DOS commands or write DOS commands at the "C" prompt like you could in the older OS systems (3.1, 95, 98, ME, 2000).

I told a friend that there are still MSDOS command codes running in the background of the newer OS systems such as XP, Vista, and probably the next Windows OS. He says no.

(Microsoft has announced that the latest version of Windows, due in the next couple of years, will be called - drumroll please - Windows 7. It’s about time Microsoft adopted a naming system that might actually make some sense to users, but I can’t wait for hordes of customers to start asking if they somehow missed Windows 1 through 6.)

What's that supposed to mean? Just go to the console, and ta-daa.

Your friend is correct. The console can emulate DOS and provides ye olde emmesdos commands, but no part of DOS is actually "running in the background". It wasn't even with older OSs like 98 - there DOS was only used as a boot loader. Only Windows 3.x has DOS running on the background, as Windows in its early days wasn't much more than a GUI for DOS - DOS was still needed for all the low-level stuff and without it Windows couldn't run.
