Is this a good computer?

Im not computer expert and im looking to buy a computer soon, could one of you guys tell me if this is worth $400 and if it could actually run games well on ultra settings?

A. Get an AMD fx 6300 or 6350, much better value and performs just fine with new games, and overclock it to 3.8 GHZ.
B. That video card... I can't find any good comparisons with it, but I really don't think it will play new games on ultra. A GTX 770, gtx 780, or gtx 960, or ATI R9 280x or ATI R9 290x would. The Radeon HD series is pretty obsolete, even the newer models. You're probably going to have to spend more than $400 on a system to be able to max new games. Gotta be spending at least $200 on a video card to do that, unless you score a good used one.

It probably has issues for that price, an 8350 has no business being on that board.

The price seems okayish otherwise.
 
Another comment... if you are on a tight budget, spend your money on a good motherboard (like the ASUS I posted) and at least in Canada an AMD fx-6300 is a much better deal and a powerful CPU (if set to 3.8ghz, which is easy to do in the BIOS on the motherboard I use), the PSU and RAM. Also, just get one SSD, a 240GB if you want the same storage. It's a nightmare sometimes having that little storage split. Then save up for a GTX 970 or 980. Then you will have an "ULTRA" settings computer.
