is this a good power supply?? if not i have a budget of 130 dollars with shipping and it has to be SLI and moudular cableing capable 24 pin lol and if possible active PFC

Ehh, for that price....no

I would get either a OCZ GameXSteam 600-700w or a Corsair 520-620w, both are way better than that in performance and quality

But if you want modular go with the Corsair PSU
 
Corsair 520s and 620s go off and on the sales on different websites so you can get a 520 for like 80 bucks or a 620 for like 110 if you're watching and i'd get one of those (my 520 works like a charm)
