Is this a good PSU?

I have no idea what 12v rails are. Can someone just tell me if this is good enough for my configuration?

My Config:

Intel Dual Core E6750 2.66GHZ 4MB Cache
Gigabyte GA-P35 Motherboard
2GB (1GB x 2) 800MHZ DDR2 RAM
MSI nVidia GeForce 8600GT (Overclocked Edition)
320GB 7200RPM 16MB Cache Hard Drive
20x Samsung DVD-RW/CD-RW/CD/DVD
No Sound Card (Motherboard has 8 channel audio)

It has about 28 amps combined on two 12v rails. It's not that great of a PSU and it probably over-rated.

Agree, but his spec just need a 400W - 450W PSU, so that one should be OK for him.
And for just $25, you couldn't ask for more.
