Is this a PC?

Okay, so I'm kind of confused. This looks like a PC, has all the parts like a PC, but (except HD and OS) the site calls it a server. Would I be able to use this like a normal home PC? (browsing, gaming, word processing, Photoshop, maybe even video editing, etc)

The price is really appealing at $260, but I don't even know how the specs actually translate to performance, could somebody give me their expertise? (assuming this even is a computer)

What are your goals?

The box was meant as a small server so might not have the same expandability for slots/etc.

It's pretty old to just come with a sandy bridge i3, no hard drive and a single 4 GB stick.
 
Well I used to be into gaming a lot, but then I broke my PC (accident)
But I just entered university, so really my goal is a decent machine that can handle school work, and handle some light gaming easily enough when I have free time.
As you can tell, I barely have any money which is why the $260 price was really appealing. Thank you for responding!
